SVCW’s Design Builder, Shea Parsons Joint Venture (SPJV), concluded construction of the Redwood City Pump Station (RCPS) in October 2024. With the construction of the new pump station complete, a 30-day acceptance testing was undertaken. The acceptance test was performed on most of the equipment or systems to verify compliance with design criteria, and to ensure that the installation and operation met relevant codes and the design criteria established for the pump station. These tests form a critical part of the startup and commissioning process of each facility, and are the final step prior to full startup.
With the Front of Plant (FoP), Gravity Pipeline (GP), and rest of the Pump Stations Improvements (PSI) projects already complete, the end of the acceptance testing at RCPS brings the RESCU Program to a conclusion. This is a massive achievement for SVCW in executing three multi-year, progressive design-build (PDB) projects concurrently, from planning and design to construction and startup.
After 8 years of planning, design, and construction of three concurrent PDB projects, the RESCU Program’s financial performance is exceptional for a large public works project, with final costs finishing within 0.06% of the Program budget. The RESCU Program involved continuous and efficient coordination between SVCW (Owner) and its team of contractors, consultants, construction managers and stakeholders. It will ensure that SVCW and its ratepayers are served by a reliable 100-year wastewater conveyance system to continue SVCW’s mission of sustainably protecting public health and the environment.
